The POST code checkpoints are the largest set of checkpoints during the BIOS
pre-boot process. The following table describes the type of checkpoints that may
occur during the POST portion of the BIOS:

В смысле «почему разное напряжение»?
Потому что матплата поддерживает процессоры под socket AM3. Эти процессоры кроме напряжения питания VCCP (вычислительные ядра процессора) имеют еще и напряжение питания VCC_NB (часть СМ, перенесенная в процессор). Т.е. из 5 выходных дросселей четыре относятся к 4-хфазному преобразователю VCCP, а один дроссель — к однофазному преобразователю VCC_NB. Оба преобразователя управляются L6717.

Разные напряжения на выходах разных преобразлвателей — это нормально. А вот нормальность конкретных значений напряжений — это уже под вопросом. Я могу погадать на то, что сейчас отрабатывается только стартовое напряжение, а дальнейшей настройки напряжения не происходит по каким-то причинам.

Можете поставить используемый процессор на заведомо исправную матплату и измерить нормальные рабочие значения VCCP и VCC_NB для вашего экземпляра (при условии, что заведомо исправная матплата не завышает/занижает напряжения программным путем).

В остальном было бы неплохо проверить выходные напряжения всех стабилизаторов на матплате, просмотреть матплату на предмет сколотых деталей и порванных дорожек, измерить напряжение на контакте A15 PCI слота.
