Сейчас пытаюсь восстановить права с помощью утилиты Process Monitor , но пока разобраться не могу. Пишут что Flash плеер блокирует. Но я не нашёл его по ключам в реестре. Some users are getting the “error accessing the registry” error when trying to merge a registry key on a Windows computer. Most affected users report that the issue occurred after they did a re-install of their Windows version and tried to open a .reg file. The issue is mostly encountered on Windows 7, Windows 8 and Windows 10.

What is causing the “error accessing the registry” issue?
We researched this error message by looking at various user reports and the repair strategies that they used to either circumvent or resolve the issue entirely. Based on our investigations, there are a couple of common scenarios that will trigger this particular error message:
- Registry File doesn’t have administrative privileges – This scenario is quite common with fresh Windows installs/reinstall. If Registry Editor hasn’t been opened before, it’s likely that the program doesn’t have the necessary permissions to merge the .reg file with your current registry.
- System file corruption is causing the error – There are confirmed cases where this error appeared due to a suite of corrupted system files that were interfering with the importing abilities of the Registry Editor utility. If that’s the case, there are two confirmed solutions (system restore and repair install) that are known to resolve the issue.
If you’re struggling to resolve this particular error message, this article will provide you with a selection of verified troubleshooting steps. In the area that follows, you’ll discover several potential fixing methods that other users in a similar situation have used to get the issue resolved.
For the best results, follow the methods below in order until you discover a fix that is applicable to your current situation and manages to resolve the issue.
Method 1: Importing the registry file with administrator privileges
As several affected users have suggested, chances are that you’re dealing with a privilege issue. Most likely the Registry Editor utility doesn’t have enough permissions to merge the file yet. This is a fairly common thing with new Windows installations where the Registry Editor hasn’t been opened before.
Several users that were struggling to resolve the same error message have reported that the issue was finally resolved after they opened Registry Editor with Administrative privileges and use the Import menu to merge the files. Here’s a quick guide on how to do this:
- Press Windows key + R to open up a Run dialog box. Then, type “regedit” and press Ctrl + Shift + Enter to open up Registry Editor with administrative privileges.

Typing Regedit in Run to Open Registry Editor - At the UAC (User Account Control) prompt, choose Yes to grant administrative privileges.

Granting administrative permissions to Registry Editor - Inside Registry Editor, go to File > Import using the ribbon bar at the top.

Using the built-in Import menu of Registry Editor - Use the Import menu to navigate to the location of the file that you’re trying to merge. Once you get there, select it and click Open to merge it with your current registry.

Merging the key with the current registry Note: The same principle applies to those situations where you encounter the error when trying to import a .reg key automatically via a .bat file. In order for it to work, you’ll need to run it from an elevated CMD window – press Windows key + R, type “cmd” and press Ctrl + Shift + Enter to open a Command Prompt window with administrative privileges.
This procedure should have successfully circumvented the “error accessing the registry” error. If you’re still getting the error or this method is not applicable to your current situation, move down to the next method below.
Method 2: Performing a System Restore
If you’ve just started getting this error message out of the blue (you didn’t perform a Windows reinstall recently), it’s possible that a system file has become corrupted and is preventing the merging operation from completing.
In this particular case, users finding themselves in a similar situation have managed to get the issue resolved by using the System Restore wizard to revert the machine to a previous point in time (when registry operations were functioning properly).
Using an older system restore point will return your machine state to how it was when the backup was created. This will fix any errors that might have appeared during that time, but will also get rid of any applications and user settings that you installed or created during that time.
Here’s a quick guide on using the System Restore wizard:
- Press Windows key + R to open up a Run dialog box. Then, type “rstrui” and press Enter to open the System Restore wizard.
- Once you get to the first System Restore screen, you will be asked whether you want to use the recommended restore point. Change the toggle to Choose a different restore point and hit Next to continue.
- Choose a system restore point from the list and hit Next to proceed.
- Hit Finish to finalize the restoring process. After a short while, your computer will restart and the old state will be restored.
- Once the next startup is complete, try to merge/import the file again and see if the error message has been resolved.

If you’re still encountering the “error accessing the registry” error, move down to the next method below.
Method 3: Performing a repair install
If you’ve come this far without a result, it’s very likely that you’re encountering this issue because of system file corruption. Most likely, a system file or service that is used during the registry importing process is corrupted and can no longer be accessed.
Several users that have been struggling with precisely the same error have reported that the issue was finally resolved after they performed a repair install.
A repair install is a non-destructive procedure that will refresh all Windows components without touching any of your personal files or applications. It does roughly the same thing as a clean install, but leaves your applications, user preferences and personal files out of the equation.

- Press Windows Key + X to open Power User Menu. Select Command Prompt (Admin) from the list.
- When Command Prompt opens, type sfc /scannow and press Enter.

- Wait until the scan is completed.
- Restart your computer
If everything is okay with the Regedit now, you’re good to go. On the other hand, if the problem is still there, you should move to move advanced solutions.

2. Use Group Policy Editor
In case your Registry Editor somehow got disabled, here’s a way to enable it again. You’ll have to use the Group Policy Editor.
Some PC issues are hard to tackle, especially when it comes to corrupted repositories or missing Windows files. If you are having troubles fixing an error, your system may be partially broken.
We recommend installing Restoro, a tool that will scan your machine and identify what the fault is.

But have in mind, the Group Policy Editor is only available in the Professional, Ultimate, and Pro versions of Windows. So, if you’re using Windows 10 Home, you won’t be able to perform this workaround.
On the other hand, there’s a way to install it in Windows 10 Home.

- Go to Search, type gpedit.msc, and open Group Policy Editor
- Navigate to User Configuration > Administrative Templates > System
- Find Prevent access to registry editing tools, and open it

- If it’s set to Enabled, go and change it to Disabled or Not configured
- Restart your computer
3. Enable Regedit manually
Another way to deal with registry problems is to, ironically, apply a registry tweak. There are some of you that probably don’t know that you can run registry tweaks without opening the registry editor.
And in this case, it might be just what we’re looking for. Here’s exactly what you need to do:
- Open Run (Win key + R)
- Enter the following command:
REG add HKCUSoftwareMicrosoftWindowsCurrentVersionPoliciesSystem /v DisableRegistryTools /t REG_DWORD /d 0 /f
- Hit Enter
Now try to open the Regedit once again, and we hope you’ll be successful this time.

4. Reset your system
Nothing says I surrender! more than clean-installing your system. But, if none of the previous solutions managed to solve the problem, you’ll have to go with this measure.
After you reset your system, you’ll end up with a fresh copy, and therefore all your Regedit problems (and other problems) will be resolved.
Here’s how to reset your Windows 10 system:
- Click Start.
- Open Settings.
- Open Update & Security.
- Choose Recovery.

- Click Get Started under the Reset this PC.
- Choose Keep my files.
- After the procedure is finished, your Registry Editor should work like before.
If the problem is still persistent, you can also consider reinstalling the system. Even though the factory reset should be enough, you can always start from a complete scratch and reinstall the system.
The procedure is simple and it can be done with the Media Creation Tool. You can find out how to do so by following the steps in this article.

The Registry Editor requires certain privileges to merge registry files. In certain cases when Windows is freshly installed and the registry editor hasn’t yet been opened, privilege issues can occur and that can be resolved by using the Registry Editor with administrative privileges.
- Open run dialog box by pressing Windows key + R
- Type Regedit
- Press Ctrl + Shift + Enter to open the Registry Editor with administrative privileges
- Click on Yes when prompted by User Account Control
- When Registry Editor window opens follow the below mentioned path
File > Import
- Navigate to the location of the file that you want to add to the registry and then click on Open
Note: If you are able to access registries using this step, we highly recommend taking a backup of registries before making any changes.
2. Performing a System Restore
A System Restore will send Windows 10 into a point where registry operations and the Registry Editor were functioning properly. Here’s how you can perform a System Restore

7. Reset your system

- Choose Recovery
- Under Reset this PC click on Get Started
- Opt for Keep my files
- Restart your computer and check if the issue is resolved

In Visual Basic 6, when I attempt to access Project > References, it throws an error:

VB6 was installed as the local administrator.
Any idea why this happens?
I’m running crystal reports 8.5 and it supposed to already have fixed that issue but apparently I still have the issue with 8.5 installed. I have also made the attempt of reinstalling crystal reports with no luck on the issue.

Depending on the Windows OS you have (I have Windows 7 Enterprise), you might want to try giving administrator rights to the REGTLIB.EXE (located in C:Windws). Right click on the REGTLIB.EXE file. Select Properties from the pop-up menu. Then select the Compatiblity tab. On the Compatiblity tab, check/select the Run this program as Administrator checkbox. Click OK to save your changes. It might take take care of the problem for you. It worked for me. Good luck.
For me this worked:

- change the property of VB6.EXE by right click->Compatibility In privilege level section, check the option Run this program as Administrator
If you’re running Office 2010 (Beta) Word (apparently) writes a restricted registry key. VB throws the error when scanning the registry. The key I have is: HKCRTypeLib<00020905-0000-0000-C000-000000000046>8.5

You could try Process Monitor to see which registry keys are accessed.
I got this on a machine that I was using for VB6 development. I had been building a lot of COM DLLs from VB6 (without binary compatibility) and the cruft that had built up in the registry eventually got too much.
Have a look at what size the registry is and what limit you have set. I doubled the registry size and then went looking for a good registry hoover.
Here is a solution from Microsoft. It references the Crystal Reports problem, but the solution just uses regedit32 to walk the HKEY_CLASSES_ROOTTypeLib and HKEY_CLASSES_ROOTCLSID registry branches for dimmed keys and correcting the security on those keys. There are also instructions to fix the security if regedit32 is unable to access the key. Article ID: 269383
In Windows 7 go to start menu then right click «Microsoft Visual Basic 6» then select properties and click Compatibility from the dialog box that appears then tick «Run this program as an administrator».

Have you tried this? Basically, it seems that it is a crystal reports issue. Hope that helps.

When I installed VB6 on Win7-64 (using instructions easily found by a search engine), it worked fine. UAC was off — i.e. set to «never notify.»
After a few weeks I turned UAC on — i.e. set it to its default. VB6 then couldn’t compile because of the «Error accessing the system registry» problem. Unfortunately, turning it off again didn’t help. Apparently the damage done by turning it on was irreversible. I can’t explain why this should be, but that’s my experience.
Giving REGTLIB.EXE administrative privileges while leaving UAC off sounded like a great idea, but that didn’t work for me either.
Finally, using Process Monitor and PsTools as described in other posts here worked. However, I had to give Full Control to large parts of my registry to Everyone. This didn’t apply just to isolated keys. It seems that the compiler needs to add keys to major nodes, so I had to open up these entire nodes.
Aside from the fact that working through these steps took hours, I’m now much more exposed than I was before I tried to increase security via UAC, However, I need VB6 and don’t see another solution short of a new computer.
Lesson: Don’t use UAC with VB6. Except if you’ve arrived here it’s too late for that.

Here is a few solutions.
This is because it runs a service which creates registry keys under the SYSTEM account.
When VB tries to enumerate the keys under HKCRTypeLib it fails and gives the error because the user running VB6.EXE (even if it set to run as administrator) does not automatically have READ rights to the key. At that point you get the «Error accessing the system registry» dialog.
To workaround/fix this:
Download Procmon and PsExec from sysinternals.
Run Procmon and add a «ProcessName» filter with VB6.EXE as the process name.
Then Select Project->References. And the error dialog should pop up.
Switch to procmon and scroll to the end of the events list — you’re looking for the last «ACCESS_DENIED» message for opening a registry key under HKCRTypeLib.
Thats the first key you need to change permissions on — so you’ll need to run regedit in the same account context that the keys were created in — the SYSTEM account. to do this install psexec on the windows PATH somewhere then run:
psexec -i -d -s c:windows
egedit.exe
(obviously change the path if yours is different)
this will run regedit through the SYSTEM account.
You can verify that even the administrator account does NOT have permission to edit these keys by running regedit through a Start->Run dialog as this elevates the priv’ level to administrator.
Find the key you identified in step 4 — right click it and select Permissions.
Find the current logged on user that you use to run VB6 with and add them with full control to the permissions list.
Repeat steps 3-7 because there may be more keys that exhibit this behaviour, until the Project->References dialog appears in VB6 without error.
You could also open the .vbp in notepad to see the references if you’re stuck and dont have time to do the above.
Select the Microsoft Visual Basic 6.0 shortcut from the Start menu and right-click on it. Select Properties, and the property sheet for the shortcut will be displayed. Next, click on the Compatibility tab. It is recommended that you make the following changes:
1. Enable compatibility mode and select Windows XP (Service Pack 2) .
2. Check the «Disable visual themes» option .
3. Check the «Disable desktop composition» option.
4. Check the «Run this program as an administrator» option
Click on OK to save the changes. When you run Visual Basic, a User Account Control (UAC) dialog will be displayed, asking you to confirm that you wish to execute the program. This is because it’s now running with elevated privileges. You may also get a message that the color scheme has been changed to Windows Vista Basic. The Aero interface will be temporarily disabled until you close the IDE, which will resolve the performance issues with the form designer.
If you encounter an error saying, “error accessing the registry” when you try to merge a registry key on your Windows 10 computer, you’re not alone as some users also experienced the same problem. According to these users, they encounter the error after they’ve re-installed their Windows version and tried to open a .reg file.
Based on the reports, this error could occur if the registry file does not have administrative privileges. Meaning to say, the program does not have the necessary permission to merge the .reg file. This is common with fresh installs as well as reinstalls. Moreover, this kind of issue could also occur due to system file corruption. Whichever the case may be, here are some troubleshooting tips you can check out to resolve the error.
Option 1 – Try to import the .reg file with admin privileges
As pointed out, the error may be due to a lack of admin privileges. It could be that the Registry Editor does not have admin privileges to merge the registry file. This is common with new Windows installations especially since the Registry Editor hasn’t been opened before. So you need to import the .reg file again and this time, with admin privileges.
- Tap the Win + R keys to open the Run dialog box.
- Then type “Regedit” in the field and tap the Ctrl + Shift + Enter keys to open the Registry Editor with admin privileges.
- A User Account Control or UAC prompt will appear where you have to click Yes to proceed.
- After opening the Registry Editor, go to File > Import using the ribbon bar at the top.
- Next, use the import menu to go to the location of the file you were trying to merge. Once you’ve found it, click Open to merge it with your current registry. This should fix the problem. If not, refer to the next options below.
Option 2 – Try performing a System Restore
Running System Restore can also help you fix the error when accessing the Registry. You can do this option either by booting into Safe Mode or in System Restore. If you are already in the Advanced Startup Options, just directly select System Restore and proceed with the next steps. And if you have just booted your PC into Safe Mode, refer to the steps below.
- Tap the Win + R keys to open the Run dialog box.
- After that, type in “sysdm.cpl” in the field and tap Enter.
- Next, go to the System Protection tab then click the System Restore button. This will open a new window where you have to select your preferred System Restore point.
- After that, follow the on-screen instructions to finish the process and then restart your computer and check if the problem is fixed or not.
- Once the next startup is complete, you have to merge or import the file again and see if the error is now fixed or not.
Option 3 – Try to perform repair install by creating a Windows 10 installation media
- Click this link and then click the Download Tool Now button.
- Next, click the “Use the tool to create installation media (USB flash drive, DVD, or ISO file)…” option and follow the next given instructions on the screen.
- Now select the ISO file option in step 5.
- After that, you should now have an ISO file.
- Next, go to the location where you’ve downloaded the ISO file.
- Then right-click on the Windows 10 ISO file and select the Open with option and then select File Explorer.
- Now click on “setup.exe” and follow the next instructions that appear on the screen. When asked, you have to select either Nothing (clean install) or Keep personal files only option. Take note that you must not select the “Keep personal files, apps, and Windows settings since it doesn’t really work.
Option 4 – Try running the System File Checker Scan
As mentioned, the error when accessing the Registry might be caused by file corruption. And that’s where the SFC scan comes in. The SFC or System File Checker scan could detect and automatically repair damaged system files. SFC is a built-in command utility that helps in restoring corrupted files as well as missing files. It replaces bad and corrupted system files with good system files. To run the SFC command, follow the steps given below.
- Tap Win + R to launch Run.
- Type in cmd in the field and tap Enter.
- After opening Command Prompt, type in sfc /scannow

There are various suggestions you can try to resolve this error. You could check the physical status of your hardware or rebuild the Boot Configuration Data, use the Automatic Startup Repair or System Restore, or better yet, reset your Windows 10 computer.
Since your computer will not boot, you will have to either try to get into the Advanced Startup Options screen, boot Windows 10 in Safe Mode, or use a bootable Windows 10 media to boot your computer.
Option 1 – Try to rebuild the BCD files

Option 2 – Try to delete the file using Command Prompt
On the other hand, if you were trying to delete the file instead of renaming it, you can execute another command in Command Prompt.
- Open Command Prompt with admin privileges like what you did earlier.
- Once you’ve opened Command Prompt, copy and paste the command given below and tap Entre after you do so. You also have to make sure that you key in the correct path where the file is located as well as its name.
rd /s ?X:badfolderpath
Note: In the command above, “X” is the placeholder letter so you must input the letter that corresponds to the drive’s letter where the file is located.
- After that, you will see the “Operation completed successfully” message on your screen. If you don’t, check if you’ve really inputted the correct location of the file or its name.
Option 3 – Delete the file without any extension

- After that, exit Command Prompt and restart your computer and then try to run Windows Update once more.

In order for it to work, you’ll need to run it from an elevated CMD window – press Windows key + R, type “cmd” and press Ctrl + Shift + Enter to open a Command Prompt window with administrative privileges.
This procedure should have successfully circumvented the “error accessing the registry” error. If you’re still getting the error or this method is not applicable to your current situation, move down to the next method below.
Method 2: Performing a System Restore
If you’ve just started getting this error message out of the blue (you didn’t perform a Windows reinstall recently), it’s possible that a system file has become corrupted and is preventing the merging operation from completing.
In this particular case, users finding themselves in a similar situation have managed to get the issue resolved by using the System Restore wizard to revert the machine to a previous point in time (when registry operations were functioning properly).

- Press the Windows key + R, type rstrui.exe, and click OK.

- Click the Next button on the page that pops up.

- Now, select a restore point and click the Next button.
